Undeclared square footage: Completed the clearance of declarations – The platform will reopen in autumn

With 70 million square meters have been declared on the platform of KEDE through 3 million declarations, municipalities are now proceeding to clear their specific properties, in order to adjust the municipal fees in PPC bills , PPC-0.44% to adjust based on the new square meters.

At the same time, the retroactive amounts to be paid for the period from 1/1/2020 to 30/4/2021 are calculated. Therefore, if in some cases owners find an increase in their PPC bills, this is because they include the undeclared square meters declared.

However, the total number of declarations (2,754,563) has not yet been cleared.
According to the available data, the percentage of cleared declarations reaches 45% (1.223.174) while 30% (808.055) of the declarations are in the completion phase. There is a further 16% of the declarations (440,796) whose processing has not yet started. The date by which municipalities must have completed the process is June 30 (after extensions were granted) and efforts are being made to avoid further extensions.

It is reminded that the amounts of additional municipal taxes and municipal fees, which relate to the period from 1/1/2020 to 4/30/2021, will be paid in 24 monthly instalments, fully exempt from fines and surcharges.
The minimum amount of each monthly instalment, with the exception of the last one, is €10 for individuals and €50 for legal entities.

The regulation of undeclared square meters provided for full exemption from retroactive charges of municipal taxes and municipal fees for periods of time – five, ten or twenty years – before 2020. It also provided for the cancellation of all surcharges and fines.

According to reports, those property owners who did not join this arrangement will be able to join a new one, which will also be favourable. Specifically, the new regulation for undeclared square meters will allow property owners to declare – again – the “forgotten” square meters with the imposition of smaller surcharges on the debts with a maximum of 50% instead of 100% and 200% currently in force. The Board of Directors of KEDE has accepted the proposal of POMIDA for the reopening of the platform for undeclared land declarations.

The platform is expected to reopen next autumn, when the processing and clearing of all overdue real estate surface declarations submitted to municipalities, in the context of the previous regulation of voluntary disclosure, undeclared square meters.

This new regulation will enable those who submit a declaration with the actual number of square meters of their properties to pay the amounts of municipal taxes and municipal fees that are attributable to the additional declared square meters for the period from 1-1-2020 and until the date of submission of the declaration, increased by:

  • 20% if the declaration is submitted within six months of the reopening of the online platform.
  • 25% if the declaration is submitted after the first six months after the reopening of the electronic platform and before the completion of 12 months from the date of reopening.
  • 30% if the declaration is submitted after two semesters (or 12 months) from the start of the reopening of the online platform and before the completion of 18 months from the start of the reopening.
  • 35%, if the return is submitted after three semesters (or 18 months) after the reopening of the online platform and before 24 months have elapsed since the reopening.
  • 40% if the declaration is submitted after four semesters (or 24 months) from the start of the reopening of the online platform and before the completion of 30 months from that start.
  • 45% if the declaration is submitted after five semesters (or 30 months) from the start of the reopening of the online platform and before 36 months have elapsed since the reopening.
  • 50% if the declaration is submitted after six semesters (or 36 months) from the date of the reopening of the online platform.
